Biography

As Vice President for Financial Planning and Analytics—Chief Budget Officer, Cathy provides universitywide leadership and strategic oversight for financial planning, budgeting, and data analytics. Among her responsibilities is the development and execution of comprehensive financial planning strategies, including long-range planning and multi-year projections. She works closely with the Chief Business Officers of the Chancellor-led units and leaders in administrative units to craft and implement short- and long-term business plans for their respective areas. Cathy plays a central role in advancing efforts related to financial sustainability, and she is a strategic partner to members of university leadership.

Within the division, Cathy is a member of the Finance Leadership Team (FLT) and will lead two teams: the University Budget Office and UFA Data Analytics.

Cathy served as senior vice president for finance and CFO at New Jersey Institute of Technology (NJIT) and has more than 30 years of experience in fiscal management and budgeting. Prior to her tenure at NJIT, Cathy served as Deputy State Treasurer for the State of New Jersey, where she directed the State’s Office of Management and Budget and the Office of Revenue and Economic Analysis. Earlier in her career, Cathy served as Chief of Revenue, Finance & Appropriations for the non-partisan office of the State Legislature.

Cathy holds a bachelor of arts degree in economics from Drew University and a master's in economics from the New School for Social Research.
