• Monitors, assesses, and controls the investments of the university’s Operating Funds to optimize returns, minimize risk, and meet forecasted liquidity needs
• Performs daily, monthly, and annual cash forecasting
• Manages all banking products and services including:
  • Bank accounts and services 
  • Electronic Funds Transfers (EFTs) to and from the university
  • Payment card (debit/credit card) services, equipment supplies, and merchant ID numbers
  • E-commerce solutions
  • Automated Teller Machines (ATM)
  • Depository services including supplies and check scanners
  • Armored courier services
• Coordinates Payment Card Industry Data Security Standards (PCI DSS) compliance
• Manages relationships with commercial bankers and other financial service providers

• Manages the internal bank, which provides internal financing for capital projects, initiatives, equipment, and other prudent purposes.
• Issues bonds and commercial paper
• Ensures compliance with tax-exempt debt regulations
• Monitors and assesses the university’s debt level, structure, and interest rate exposure 
• Manages relationships with investment bankers, financial advisors, and rating agencies

• Risk Management & Insurance manages the complex array of universitywide risk and insurance-related matters. 

The Controller's Office administers Rutgers' financial policies and procedures through the development and implementation of transactional analysis and review, internal and external reporting, and by maintaining compliance with applicable laws, rules, and regulations. 

The Tax Department ensures that the university complies with a variety of federal and state tax laws and regulations. We strive to provide the highest quality advice and service on tax issues such as unrelated business income tax, compensation and fringe benefits, nonresident alien payments and tax treaty provisions, tax-exempt bonds and private business use restrictions, retirement plans, scholarships/fellowships, the student FICA exemption, and education tax credits.
