Assistant Vice President for Financial Planning and Budgeting

As assistant vice president for financial planning and budgeting, Terry oversees the University Budget Office. She manages the development and management of the university’s annual budgets, ensuring the use of funds advances the mission and aligns to institutional goals. Working closely with UFA colleagues and with budget and finance leaders across the university, including the chief business officers of the Chancellor-led units and those responsible for managing University funds in units, schools, and departments, she ensures decisions related to financial planning and budgeting are informed, strategic, and transparent.

Terry previously worked as assistant vice chancellor for budget and finance for Rutgers–Camden, where she provided strategic leadership to the divisions of budget and finance, grant accounting, and student accounting, billing and cashiering, and supported the work of the academic units. In this role, she also advised on budget resource matters and served as a subject matter expert on the university budget and budget process.

Terry has been at Rutgers since 2013, and before the appointment to assistant vice chancellor, she also held positions as senior budget manager, a budget analyst, and a business officer. Prior to joining Rutgers, Terry spent over 20 years in public practice.
