Maggie Quinn

Maggie Quinn is the associate vice president and chief procurement officer. She oversees the university’s strategic procurement programs and ensures that University Procurement Services (UPS) maintains exceptional customer services practices and efficient procure-to-pay systems to support the needs of the university and of partners and users both within and external to Rutgers. Maggie further oversees and ensures effective the operations for all UPS efforts, including purchasing, accounts payable, corporate card programs, travel and expense management, and supplier sustainability.
Maggie joined Rutgers in October 2020 as director of Procure-to-Pay, and she served as the interim chief procurement officer in 2023.
Prior to joining Rutgers, Maggie worked at Stockton University as director of procurement and contracting, where she implemented a new contracting office. Prior to that role, she held various positions in the State of New Jersey Department of the Treasury, Division of Purchase and Property: assistant director, Purchase Bureau; assistant director, Contract Compliance and Audit; and legal specialist. She currently serves as the President of the New Jersey Higher Education Purchasing Association.
Maggie earned her bachelor’s degree in business administration from American University and her juris doctorate degree from the Rutgers Law School.
